Why did Chaldea ask for me again...fine, alright. Who do we have prepped for summoning this time...-flips pages- King Minos, eh?
A+ Divinity? Seems pretty high. Most demi-gods fell around B-rank, and hit A-rank if they ascended after death. Pretty sure only that guy hit that level of divine spirit, sort of.
Governor of Divine Laws. I'm a bit doubtful of him having his post-mortem gifts as a judge of the afterlife as a Servant, since a Servant is only a recording of them while alive. Those kinds of Servants that ascend to a divine station after death don't really get the perks of their new station as a Servant.
And possessing both a Reality Marble and a high-level summoning ritual as a Rider? One or the other, perhaps. But both as a pure Rider class Servant is hard to believe, on top of having an entire fleet. Exceptions can exist, but even the greatest exceptions aren't this mana hungry. Nobody would be able to handle this guy's cost.
Ah, we're gonna have to revise the summoning process. Give it another run, see if we can't summon this guy in an easier to maintain state.

In regards to Divinity, Greek mythology has it that Europa, Minos' mother, was classified as a Divine Spirit due to being part divine. Thus, deciding that Europa would be a Divine Spirit in the realm of the Nasuverse, I figured that Minos' Divinity would warrant a rank of A+, as he would divinely be a bit above two-thirds God. If it was a full human mother, I would put Minos' Divinity as just A. I'll ask for the Staff to reconsider this in regards to Europa's divinity, and if that is enough to justify a '+' to Minos' Divinity.
For Governor of Divine Laws, I will remove the lie-detecting aspect as that is clearly post-mortem, but the other aspects of the skill still has relevance to his time as a governor during his natural life. Although, I want to have it pegged as an interlude that Minos must do to achieve the full power of this skill. I ask the staff to clarify if post-mortem feats are allowed in general on the site, and should they be allowed, that they can be achievable through interludes and/or ascensions.
For the arsenal he has, everyone one of his Noble Phantasms are related to a Rider's NP category. His fleet are 'vehicle mounts', his griffin is his 'living mount', and the Minotaur is a 'minion' (which Riders can possess as their Noble Phantasm; a living creature that is not mounted but instead unleashed as a minion). The costs are made it so that Minos can use multiple Noble Phantasms at the same time, but the advantages of doing so are disadvantaged by the total mana cost. If you believe that by looking at the costs and that using ONE Noble Phantasm at a time is something that no one can handle, then I will lower it. But I would like to retain the theme of 'overbearing mana costs for using multiple Noble Phantasms at a time'.

That Divinity....see, most sources that I've seen indicate that Europa was human but later worshipped as a divine spirit. And even in the versions that say Europa has divine heritage, it is incredibly minor at best, enough that it wouldn't make a difference compared to the likes of Zeus. On top of that, he doesn't truly become a "God of the Underworld", merely a Judge. The Judges were not full Gods, but men of law and order chosen to uphold that law in the underworld. They were pre-existing Demi-Gods that were granted an immortal station by the Gods. They are still referred to as Demi-Gods however. No apotheosis there. With the minor divinity potential from Europa, that's more than fair enough for an A-rank.
Post-mortem, the only things to impact Servants is apotheosis (for Divinity ranks and such) and future reputations due to their deeds in life (see; Innocent Monster, Demon King). So his actual deeds post-mortem do not count.
And you say all three fit as "Rider" Noble Phantasms, but you're slanting them to seem that way. The Minotaur is, first and foremost, a high level ritual. You summon a Servant. That is a high level ritual. Secondly, the "Griffon" isn't a Noble Phantasm; the temple is. The Griffon is just PART of it. The primary Noble Phantasm is the temple itself, which is a Reality Marble. Both of these Noble Phantasms are incredibly powerful magecraft and very mana heavy, and much more fitting of the Caster class than the Rider class. You have your fleet which is a fitting Rider Noble Phantasm, which honestly I think should be the only one right now due to sheer scale and cost, but it would be possible to fit in a second. The temple is the weakest link. It feels the most forced out of the three you currently have and feels like a power grab in the lines of a certain Pharaoh. The minotaur, while unusual as a Noble Phantasm, actually fits as a point of fame for Minos himself, and the fleet also fits. But the temple, its just his house. Hell the labyrinth isn't even what Minos himself was famous for, or his fancy house. It's just a random out-of-nowhere Reality Marble that lets Minos go back home because reasons. And also lets him have a Griffon and his first noble phantasm as a freebie because why not. Yes there's anecdotes here and there to somewhat explain some of it, but in the end, its just feels lacking as a Noble Phantasm. It doesn't feel like Minos; it feels like a Greek version of a certain Pharaoh.
Damn, I had to explain way too much to you scientists. You built this system, now get it right!

Lowered Divinity to A and the overall costs of all of Minos' Noble Phantasms, as well as changing the palace Noble Phantasm to a Noble Phantasm that strictly concerns the griffin.

And here I thought that Maid Golem was the only amorphous gray blob in the building...
Okay, so after speaking with...that...it's decided that I need to speed this up since the scientists can't get this one right.
Nobody would reasonably be able to handle this Servant in its current state. No Minotaur Noble Phantasm, and no Griffon Noble Phantasm. A Servant summoning a Servant, and on top of that said Servant having full access to its own capabilities? No. Hell no. And the Griffon is too much period. Kill those and stick to the fleet, though this bit needs to be cut. We already know it isn't true.
Maintaining that kind of firepower would instantly drain you of all reserves and kill you, and your Master. You're not some infinite-mana Servant. Not even a Caster could keep something like that up without an incredible amount of backup. Also, decide on its classification already. You've got it masquerading as an Anti-Army, Anti-Country, and Anti-World class Noble Phantasm all in one. Though the explanation for it being "Anti-World" is stretching it at best so that's out. If "the definition of the entire world" influenced something like that, then damn near every Servant who ever conquered any sizable landmass would have Anti-World firepower. The King of Conquerors certainly would, and he most definitely doesn't.
And lastly, knock the fleet down to A+ rank. I never quite understood why it was so high ranked other than to justify its firepower, which is being balanced out, so no reason for the rank to be present.
Hopefully after this I won't need to deal with that blob again.
