Provisional Masters
If you're a Master that's confused about their own role, then know that your responsibilities fall under two major categories:
Supporting Servants
In the original model for the FATE summoning system, Masters served as anchors to the spiritual beings known as Servants. They provided them with the necessary energy and prevented them from being expelled out of reality due to their own nature as “irregular” existences.
Although better, the improvements aren't perfect. When Servants Ray Shift, Chaldea loses its link to them. Devoid of an anchor, Servants enter a state of constant draining. Just existing is taxing, and confrontation becomes exhausting.
Normal agents are therefore needed to accompany them. They serve as a proxy-masters for the organization, and prevent the negative effects of anchor-less Servants while away from Chaldea.
Completing Objectives
Similar to how the world attempts to eliminate their irregular existences, modern humans that Ray Shift have a certain “force” gently attempting to pull them back into their own age. Chaldea equipment is designed to piggyback on that connection, and use it to communicate with the present more easily. The research department theorized that Servants are inherently anachronic beings, and have no such thread to any age, making it impossible to utilize these necessary tools.
A large number of scouting missions take place, where Masters are expected to use these devices to fulfill specific tasks like scouting, exploration, among others. Servants will essentially assist in protecting the master as he fulfills the requirements.
