It's a new year and Chaldea needs to renegotiate it's funding.
Almost all world powers support the organization in some way, but they each contribute different things to the effort.
Because the higher-ups were deployed en-mass for this diplomatic effort, some of the Agents were sent as auxiliary security.
This time around you were sent to Cairo, to contact some representatives from the Giant's Pit. The organization, also known as "Atlas" is a magical institution, technically part of the Mage's association. The meeting took place without incident but, due to the bureaucratic nature of the proceedings, you have a few hours to kill in the city until you are allowed to return home. The person you are meant to defend is currently perfectly safe drafting the last details of the agreement.

It was an insult! A gross insult!
The greatest diplomatic acheivement that Chaldea had ever acheived, and had his near-constant guidance or work on the project been acknowledged? Had he been even to one of the signing ceremonies? Had he been the one to serve as the delegate of Chaldea, to be the one stuck in the tower, poring over boring minutae and feeling like he'd rather be anywhere else but there?
Honestly, yes. Yes he had. And it still surprised him that just a single year ago, that would have been his reaction to it.
Athanasios had been invited, Servants in tow, to Atlas, along with another, lesser diplomat in Chaldea's employ. While normally it would fall to him to be the one drafting the agreement, he had pushed the work on the junior officer, along with the "privilege" that he no doubt sought. How dull. How mind-numbingly dull. How could he have stood it! Perhaps this is the eventual fate of all magi who turn their abilities towards success in the material world, and are smart enough not to run befoul of the Association. To be outright bored out of their minds, with no challenge to amassing vast wealth.
Chaldea gave him a way out. A way to resume the event that truly excited him, the Holy Grail War. And in tow this time, were two phenomenally powerful Servants. Everyone took quite well to Gilgamesh. Showing off the power of the legendary Hero-King of Uruk was enough to silence naysayers to Chaldea's plan effortlessly. Muramasa had been more of a side-show...but honestly, Athanasios felt that the Servant, already acheiving his first Ascension under the system, was the greater threat. Ahh, the delightful feeling of balancing on a knife's edge. How could he live without it?
"Well, now that that unpleasantness is out of the way, why don't I show you some of the amenities of the modern world, hmm? A major city like Cairo should have plenty of diversions to suit your tastes, simply ask, and I will try my utmost to fulfill your requests."
